The lead agency of the ECN is the Natural Environmental Research Agency (NERC). NERC signed an initial Memorandum of Understanding with potential partners which in most cases led to the signing of a more-formal “Letter of Intent” between NERC and its partners in ECN. These letters described the commitments made by the partners to monitoring, research, communication and co-ordination activities. The letter of intent also included ECN’s original “Mission Statement”. A model MoU and Letter of Intent is available.
